You also have to do it in Raw data and Raw Plot -sections for save to be flagged as complete, which is a lot of work. It would be easier to just download some save from NexusMods and edit it so that the character looks like the one you want to import. Litrally just happend to me, just completed Mass Effect 1, was looking at my saves befor I started ME2 and noticed that extra file, deleted it and it deletedmy main, 45 hours down the drain, all side content completed, every mission done. On a positive I started Mass Effect 2 and it seems to have remembered my choices.
