Probe both sides of the 'heater blower' or 'blower motor' or whatever words they used in the fuse box. BOTH sides should light the test light. If it does, turn the key to ON, turn the heater to panel and turn the blower to hi.

Operate the clip and the top comes off which allows you to replace the speed control. The speed control is on the passenger side of the blower housing about halfway down and secured with one screw at the bottom.
